Perth is the only major city on the western coast of Australia. The city was established by free settlers, who paid their own way to Australia and were thus typically quite prosperous. The British government began to pay the transportation costs for less wealthy migrants in the early 1800s, offering them free land on the condition that it be used for a productive purpose. The colony struggled, and by the 1840s the colonists were in need of additional workers to keep the settlement viable. From 1850, the colony accepted convicts due to an acute shortage of labour. Between 1850 and 1868, around 10,000 British convicts arrived at the colony. By 1868, the total population was 17,000, with convicts outnumbering settlers, 9700 to 7300.

The city of Albany was the main settlement
Albany was founded as an outpost of New South Wales (NSW) on land not yet claimed by the British Crown. In December 1826, Major Edmund Lockyer led an expedition on behalf of the NSW colonial government. They landed at King George Sound and established what became the port city of Albany.
