Belize Immigration: Navigating The Path To Residency

Belize offers two types of residence status: Permanent Residence and Temporary Residence. Foreign travellers must have a valid passport and an onward plane ticket for a 30-day Visitor's Visa to be issued by Belize. Citizens from the USA, British Commonwealth (except India), Mexico, CARICOM, Costa Rica, Austria, or nationals of a member state of the European Union do not require a visa. All other countries require a visa to visit Belize.

Belize's residency programs provide excellent travel and business opportunities. The country's strategic location, relatively low taxes, and welcoming environment make it an attractive place to invest and establish a business.

There are two ways to achieve residency in Belize: the Qualified Retired Persons Incentive Program (QRP) and the Temporary Investor's Residence Program. The QRP program is run by the Belize Tourist Board and requires applicants to be at least 45 years old and prove a foreign source pension or annuity or other acceptable source of income of at least USD 2,000 per month. The Temporary Investor's Residence Program is designed for entrepreneurs who have business investments in Belize valued at least BZ$500,000 ($250,000).

Temporary vs. Permanent Residence

Belize offers two types of residence statuses: Permanent Residence and Temporary Residence.

Permanent Residence

Permanent Residence is for individuals who intend to make Belize their home and stay in the country for an extended period. To be eligible, you must have been legally residing in Belize for at least one year before submitting your application. During this year, you cannot have left the country for more than 14 days in total.

To apply for Permanent Residence, you must provide the following documents:

• A valid passport indicating an arrival date in Belize at least one year before the submission of your application.
• Medical Certificate and Tests, including HIV, VDRL, and TB tests for applicants and accompanying dependents aged 12 years and above.
• Proof of Financial Stability, such as employment or income outside Belize, or a declaration explaining your access to funds while in Belize.
• A police record from Belize for applicants and dependents aged 16 years and above.
• Spouse and Child's Documentation, including a registered marriage certificate, letter of financial support, and relevant identification documents.

Temporary Residence

Temporary Residence is for individuals who have made or are in the process of making substantial commercial investments in Belize but cannot meet the standard Permanent Residence requirements due to commitments outside the country. The minimum investment amount is BZ$500,000 (approximately $250,000).

To apply for Temporary Residence, you must provide the following documents:

• A valid passport from your country of citizenship.
• A police record from your last country of residence, issued no more than six months before the application date.
• A letter to the Director of the Nationality and Passports Department explaining your reasons for requesting temporary residency.
• Evidence of Residence in Belize, such as a rental agreement, utility bill, property title, or property tax assessment.
• Evidence of Investment in Belize, including real estate ownership, business or personal bank statements, company registration certificates, social security registration, and general sales tax returns.

It is important to note that Temporary Residence status is typically granted for a period of one year and must be renewed at the end of that period.

Requirements for Permanent Residence

Belize offers permanent residence to persons who want to make the country their home and stay for a long period. Here are the requirements you need to fulfil to obtain permanent residence in Belize:

Minimum Residence Period

To be eligible for permanent residence, you must have legally resided in Belize for at least one year at the time of submitting your application. During this year, you should not have left the country for more than 14 days in total.

Financial Stability

You must provide proof of financial stability to the Immigration Office. This can be demonstrated through employment in Belize, employment outside Belize, income from outside Belize, or by being a missionary. If you are being sponsored, you must show proof of support from an individual with a legal status in Belize. Bank statements from a local or foreign institution are required, along with a declaration of income if you are employed.

Criminal Record

You must not have been convicted by a competent court in any country of a criminal offence for which you may have been liable to a sentence of twelve months or more. A police record for the applicant and any family members over the age of 16 must be submitted.

Health Requirements

All applicants and family members over the age of 12 must undergo specific medical tests, including HIV, VDRL, and TB tests. A medical certificate, referring to the Residence Medical Examination Form, must be completed by a Licensed Medical Practitioner in Belize.

Documentation

A valid passport with an arrival stamp from at least one year prior to the submission of the application is required. Marriage certificates, birth certificates, and temporary employment permits for spouses and children must be provided. Three recent passport-sized photographs of the applicant and family members are also necessary.

Application Fee

The fee for residency ranges from USD$187.50 to USD$1,562.50, depending on the nationality of the applicant. An additional immigration processing fee is required, ranging from US$262.50 to US$1,500.

The Qualified Retired Person Incentive Program

Belize has one of the world's best retiree programs. The Qualified Retired Persons (QRP) Program allows qualified retirees to benefit from tax exemptions on all income derived from sources outside Belize. This includes income from employment, as long as most of their business activity takes place outside Belize and is conducted exclusively with non-residents of the country.

To be eligible for the QRP Program, you must be at least 45 years old and show that you have adequate resources to deposit a monthly income of $2,000 or more. This can be demonstrated by providing proof of a pension, other regular income, or savings of $24,000 per year. You will also need to comply with a few other requirements, such as undergoing a security clearance check and providing a written undertaking to deposit the requisite amount in a bank, credit union, or licensed financial institution in Belize. Additionally, you must remain in Belize for a minimum of 30 consecutive days each year to maintain your QRP status.

The QRP Program offers several incentives and benefits, including the ability to import personal and household goods, as well as a car, boat, and plane, without paying import duties or taxes during the first year of residency. QRPs are also considered non-residents for banking purposes, allowing them to set up US dollar bank accounts with local or offshore banks in Belize.

The process for obtaining QRP status can be completed quickly, with some expats reporting that they obtained their QRP status within a few months of submitting their application. After one year of legally residing in Belize, QRP residents are eligible for permanent residency, and after five years of permanent residency, they may apply for citizenship.

Temporary Investor's Residence Program

Belize offers two types of residence status: Permanent Residence and Temporary Residence. The latter is for those who have made or are in the process of making a substantial commercial investment in Belize but cannot meet the ordinary Permanent Residence restrictions due to commitments outside of Belize.

The Temporary Investors Residence Program is designed for entrepreneurs who have business investments in Belize valued at a minimum of BZ$500,000 (US$250,000). This can be in the form of real estate, or you can invest in a business. There are no restrictions on the type of business or sector you can invest in. This allows you to live, work, and conduct investments and business in Belize.

• Pay a basic legal fee of US$1,535 plus 12.5% General Sales Tax (GST) and additional disbursements/costs.
• Provide copies and originals of the required documentation:

• A valid passport from the foreign country of which the applicant is a citizen.
• A police record issued by your last country of residence, dated no older than six months from the time of application.
• A letter to the Immigration Office Director explaining why you are requesting temporary residence.
• Evidence of a primary place of residence in Belize, such as a rental/lease agreement and utility bill or a property title and property tax statement.
• Details of investments in Belize valued at not less than BZ$500,000 (US$250,000) along with the following:
• Title of real estate ownership.
• Business or personal bank statements.
• Company registration certificate or other certification showing ownership or a majority/controlling interest in a corporate body.
• Social security registration or card.
• General sales tax returns.
• Business tax returns.

• Wait for up to six months or more for the application process, which includes obtaining a security clearance.
• Upon approval of the application, pay the temporary residence fee to receive your permit. This fee is due annually upon renewal and varies depending on the applicant's nationality.

Please note that the Temporary Residence status is given for a period of one year and must be renewed at the end of that period.

Acquiring Belizean Citizenship

Pathways to Citizenship

According to the Belize Nationality Act of 1981, to obtain Belizean citizenship, an applicant must possess a permanent residence certificate or have resided in Belize for five years. U.S. citizens married to a Belizean citizen may be eligible for citizenship after one year of residency, while others typically need to wait for five years.

Belize recognizes dual citizenship, so you are not required to renounce your previous nationality. However, the U.S. government, for example, does not encourage dual citizenship, and you may need to renounce your U.S. citizenship if you aspire to hold a high government office or join the Belizean military.
