The film follows Woody (Tom Hanks), Buzz Lightyear (Tim Allen), and their friends, who have found new appreciation among their other toy friends after being given by Andy to Bonnie. Bonnie makes a new toy named Forky (Tony Hale) out of trash, and takes him and the rest of her toys on an RV road trip. During the trip, Forky, who suffers an existential crisis, jumps out of the window, and Woody goes after him. Woody convinces Forky of the joys of being a toy and they journey to an RV park where Bonnie and her parents will be staying.
On their way, Woody spots Bo Peep's lamp in an antique store window and detours inside to find her. They encounter a talking doll named Gabby Gabby and her ventriloquist dummy friends, who try to take Woody's voice box to replace Gabby's broken one. Woody escapes, but Forky becomes Gabby's prisoner. Woody and Forky enter Bonnie's backpack, which she left at the store. Buzz returns to Bonnie's RV and cries out to retrieve the backpack.
