It was established following a proposal by Hugh Childers, the Auditor-General and Finance Minister, in his first Budget Speech on 4 November 1852. Childers set aside £10,000 for the establishment of a university, and the University of Melbourne was established by Act of Incorporation on 22 January 1853. The Act provided for an annual endowment of £9,001, and a special grant of £20,000 was made for buildings in the same year.
The University of Melbourne was founded to confer degrees in arts, medicine, law, and music. Classes commenced in 1855 with three professors, all of whom were from Ireland, and sixteen students. Of this first cohort, only four students graduated. The original buildings were officially opened by the Lieutenant Governor of the Colony of Victoria, Sir Charles Hotham, on 3 October 1855. The foundation stone had been laid on 3 July 1854, the same day as the foundation stone for the State Library.
At first, the University of Melbourne offered a liberal arts course. A law school was added in 1857, engineering instruction in 1860, and a medical school in 1862.
