In the late 19th century, the Mexican government wanted to put an end to arms smuggling from Belizean Maya rebels during the Caste War. On 8 July 1893, a treaty was signed in Mexico City, and an additional convention was added on 7 April 1897. The treaty consisted of four articles:

The additional convention, signed by Ignacio Mariscal, the Mexican Secretary of Foreign Affairs, and Sir Henry Nevill Dering, the new British minister in Mexico, updated the third article to include a treaty establishing freedom for Mexican merchant ships to sail without restriction through the Boca Bacalar Chico and all British territorial waters in the Bay of Chetumal. Military vessels were excluded from this treaty.
